    The former Commander of the Sri Lanka Navy, Admiral D. W. A. S. Dissanayake, is now appointed as the Adviser on Maritime Affairs to His Excellency the President of Sri Lanka.

    Admiral Dissanayaka served in the Sri Lanka Navy for over 35 years. He has been at the forefront of high intensity sea battles and become the most decorated officer to be at the helm of the SLN . Additionally he has held a DPL post as the Defence Advisor to the Sri Lanka High Commission on New Delhi, India.

    Admiral Dissanayake is a distinguished graduate of the prestigious National Defence College in New Delhi, India and recipient of a Masters in Philosophy in Defence and Strategic Studies with a first class distinction. He has a Masters in Management on Defence Studies from the Kotelawala Defence University, Sri Lanka. He is a distinguished alumnus of the National Defence University in Washington D.C., USA and the Asia Pacific Center for Security Studies in Hawaii, USA. He is also a member of the prestigious Nautical Institute of the United Kingdom.
  • Admiral Jayanath Colombage

    The former Commander of the Sri Lanka Navy, Admiral Jayanath Colombage, presently holds appointments as Advisor to His Excellency the President of Sri Lanka on Maritime & Naval Hub and also the Chairman of Ceylon Shipping Corporation Limited. Further he has taken his oath as all island Justice in Peace.

    He is an expert in Maritime field with a distinguished naval career spanning 36 years. He has been conferred with four Diplomas in Security Studies, Conflict Resolution, International Affairs and Information Technology, two Masters Degrees in Master of Science in Defence Studies from Madras University and Master of Arts in International Studies from Kings College London. Presently, Admiral Jayanath Colombage is reading for his Doctorate in Philosophy.

    Admiral Jayanath Colombage has been a regular lecturer on Maritime Security related subjects in Defence and other universities in Sri Lanka. As a renowned scholar of international repute and Maritime Security expert, he has published papers and conducted national level seminars on Maritime Security. He has been certified by the International Maritime Organization as a lecturer in International Conventions on Port and Ship Security. He has presented scores of papers on Maritime Terrorism related subjects in Sri Lanka as well as at international forums. He has published a book titled ?Naval Terms and Expressions? and actively contributes to various academic forums. He was the first senior coordinator for security of Port of Colombo during the height of terrorist attacks in Sri Lanka.

    He is a distinguished alumnus of the Defence Services Staff College, Wellington in India, Asia Pacific Center for Security Studies, Hawaii in the United States of America and Royal College of Defence Studies in the United Kingdom. He is also a Fellow of the Nautical Institute of the United Kingdom and currently the Chairman of the Sri Lanka Branch.

  • His Excellency Salim bin Abdullah Al Alawi

    His Excellency (H.E) Salim Al Alawi, formerly the Chief of the Royal Navy of Oman, is currently at the Ministry of Foreign Affairs as

    * Head of Office of the Continental Shelf and Maritime Affairs,
    * Head of National Committee on the Continental Shelf Extension Study
    * Chairman of the Omani Committee on the Code of Conduct Concerning the Repression of Piracy and Armed Robbery Against Ships in the Western Indian Ocean and the Gulf of Aden.

    In addition, he also acts a member on many committees concerning Maritime Affairs.

    Immediately prior to his assignment to the Ministry of Foreign Affairs, he was the chief of the Royal Navy of Oman (RNO) from 8th February 2004 to 25th February 2008 holding the rank of Rear Admiral.  He joined RNO in 1974 and was trained at the Britannia Royal Naval College (BRNC) in Dartmouth and in the Royal Malaysian Navy. In January 1984 he attended the Principal Warfare Officer's Course and the Anti-Submarine Warfare Officer's Course in the UK.

    He is an Alumnus of the Royal Naval Staff College, Greenwich, UK and the National Defence College in New Delhi, India with a Master's Degree in Military Science. He also holds a Master of Science (MSc) in Maritime Studies with Distinction from University of Portsmouth, U.K.

    During his illustrious Naval Career he held various fleet appointments and had the distinction of being Commanding Officer of different classes of RNO Vessels. H.E was the Commandant of the prestigious Command and Staff College at Bait Al Falaj for three years and a half before being appointed to the post of Batinah Naval Area Commander (BATNAC) and Commander of Said bin Sultan Naval Base (COSBSNB) in 1995. In September 1998, he was entrusted with the duties of Principal Staff Officer (PSO) at the HQ. H.E Al Alawi was appointed as the Assistant Chief of Staff for Administration before he received the Royal Decree to take over the reign of the Royal Navy of Oman.

    As a naval officer he was awarded a variety of Medals and Orders; Order of Oman (Military) 2nd Class, Order of Military Glory 2nd Grade, Order of Military Merit 2nd Class and Sultan's Distinguished Service meads.

    Mr. George Chen is a graduate from the National Taiwan University, with a Master?s  degree in Marine Science. He carries over 25 years of experience in the Fishing Industry. Mr. Chen has specialized in the fields of Oil (Off-shore) Bunkering / Logistic services & Tuna Assessment programmes in various countries in the Indian Ocean Region including Myanmar, Sri Lanka, Pakistan, Oman, Yemen, Seychelles, and Mauritius.

    During his chequered career in the field of Maritime industry, he has held very senior appointments in the past such as;
    Managing Director of Sea Grand Pte Ltd, Singapore (1989 -2003), Managing Director of Mynamar Sea Global Co. Ltd, Union of Myanmar (1989 - 1998), Director Sea Global Co. Ltd, Indonesia (1995 - 1998) and Chief Executive Officer of ABC Gold (Pvt) Ltd. Karachi, Pakistan (2006 - 2010). Presently, Mr.George Chen holds the appointments in overseas establishments as;
    Chief Executive Officer - Atlantic Resources Co. Ltd, Macau
    Chief Executive Officer - Eastward Exim & Shipping Pte Ltd, Singapore.
    He has fortified and supplemented the strength of Avant Garde Maritime Services as a Senior Advisor and Business Partner, and is continuously involved in the business operational activities of the AGMS.

  • Major General P. Chandrawansa
    RWP, RSP, USP, psc, MSc (Defence Studies)

    Maj Gen Chandrawansa is the former Regimental Commander of Sri Lanka Army Commando Regiment, and retired from the Sri Lanka Army in September 2006 after serving over 30 years in various capacities.  He has had his initial training in Sri Lanka, India and USA before successfully completing US Ranger Course, Anti Hijack and Hostage Release Training conducted by SAS of UK, Asia Pacific Security Studies Executive Course in USA and Senior Command Course in India.  He is the first Sri Lankan military officer to be qualified as a paratrooper having successfully completed the Airborne Course in USA.  He is an alumnus of the prestigious Defence Services Command & Staff College, India, and holds a Master's Degree in Defence Studies from University of Chennai, India.  During his brilliant career in the Army, he also functioned as the Secretary to the Defence Review Committee and Overall Operational  Commander, Colombo and Coordinating Officer of Colombo District.  He was also the General Officer Commanding (GOC) 53 Division of the Sri Lanka Army.

Management of the Company

  • Major Nissanka Senadhipathi

    Major Nissanka Senadhipathi was commissioned in the Sri Lanka Army and graduated from the Pakistan Military Academy as the first direct enlisted officer to the Commando Regiment. He qualified as a paratrooper and during a career spanning twelve years in the Sri Lanka Army he held important appointments of Officer Instructor ? Military Academy, Chief Instructor ? Military Sniper Training School, Brigade Major ? Air Mobile Brigade, and Chief Security Officer ? Ministry of Defence and the Sri Lanka Army Headquarters at the height of the LTTE terrorism.


    He was also a member of the Anti Hijack and Hostage Release Unit of the Commando Regiment and deployed at the Colombo international airport. His dedication and commitment to the duties of the Commando Regiment was recognized by the authorities when he was selected to serve as the Personal Bodyguard to His Excellency the President of the Democratic Socialist Republic of Sri Lanka.


    Consequent to the Indo-Sri Lanka pact in 1987, Major Nissanka Senadhipathi had the distinction of serving as the Personal Bodyguard to Lt. Gen. A.S. Kalkut, Commander of the Indian Peace Keeping Force, during his tenure of command.
  • Mr. Manjula Yapa

    Mr. Manjula Yapa is a Director at AGMS and the Managing Director of Avant Garde Security Services (Pvt) Limited. He Joined the Police in November 1989 as a Sub Inspector and retired as a Chief Inspector in 2001.  During his tenure in the Department of the Police he served as OIC (Special Branch).  He also served in North & East during the height of terrorism and ethnic violence in the country.  He followed courses at various Police Training Colleges and Army training centres in Sri Lanka.  Eventually, he was an Officer in Charge at Special Branch Unit of the Police directly under the Inspector General of Police.

    During his tenure of service in the police, he was assigned in to various designations across Central Province, North Western Province, and Eastern Province of Sri Lanka.

    After retirement from the Police, Mr. Manjula Yapa joined Avant Garde Security Services (Pvt) Ltd as an Operation Manager.  Later he was promoted as General Manager and finally assumed duties as Managing Director.  He is totally responsible for all security operations and related administration island-wide.

    Rear Admiral Lakshman Illangakoon, retired from Sri Lanka Navy as Commander Eastern Naval Area, in 2013 after 33 years of service.  He joined the Navy in 1980 and after basic training in Sri Lanka underwent one year?s Technical training in India. He followed training courses in Intelligence with US Navy and attended many other training courses and workshops in Sri Lanka, India, Pakistan, Italy and USA.

    He?s an alumnus of Dharmaraja College, Kandy, Applied Science Faculty of Sri Jayawardhanapura University, National Defence University of Pakistan, Kothalawala Defence University in Sri Lanka, National Defence University (NDU) Washington D.C.

    He also holds two Masters of Science from Pakistan National Defence University & Kothalawala Defence University of Sri Lanka and is a distinguished graduate of Naval War College R.I, USA.

    During his illustrious Naval career, he held various fleet appointments and had the distinction of being commanding officer of many different classes of SLN Vessels.

    Other than many regional commander appointments he was principal staff officer at Naval Head Quarters on Planning, Intelligence and Administration in different periods.

    He was decorated three times by the H.E the president of Sri Lanka for bravery in action and in addition was awarded a variety of Medals during his career including ?Vishishta Sewa Vibushanaya? - The Highest Medal awarded to military officers in Sri Lanka.

    He has published two books and a frequent contributor to professional publications and Newspapers. He is a keen Tennis, Squash and Table Tennis Player and currently is the president of the Kandy Tennis Club.

  • Captain Prasanna Rajaratne SLN (Rtd)

    Captain Prasanna Rajaratne is a Consultant, a retired senior Naval Officer, having graduated from Indian Naval Communications College, INS Venduruthy, and Royal Naval Staff College, Greenwich, UK, and with over 25 years of extensive experience in operations branch of the Sri Lanka Navy in planning and conducting maritime operations, including escort and merchant ship security operations. He has been in senior management in the private sector in myriad of businesses since retiring from military service.
  • Rear Admiral (Rtd.) A.H.M Razeek
    VSV, USP, ndc, MSc. (DS), IDMC(USA)
    Head of Assets Management Department

    Rear Admiral Razeek retired from the Regular Naval Force of the Sri Lanka Navy in 2002 as Chief of Staff after more than 30 years of service. During his long and illustrious career, he has held several senior command appointments, both at sea and ashore. Some of the key appointments held by him are; Commander Western Naval Area, Commander Eastern Naval Area, Commander Southern Naval Area and Commander Northern Naval Area. He had the unique distinction of being appointed as the Coordinating Officer of the entire Administrative District of Kalutara during the JVP insurgency in 1987 to 1989, an appointment he held for two years and became the longest serving Coordinating Officer during the second JVP uprising. He was the only officer from Sri Lanka Navy for this prestigious appointment amongst 21 other military officers for the rest of the 21 districts. After retirement he was appointed as the Counselor at the Sri Lankan Embassy in Kuwait and served a period of three years.

    RAdm Razeek has undergone several courses of training, both in Sri Lanka and overseas at various stages. He is a graduate from the National Defence College New Delhi, India, a prestigious institution for Flag Rank Military Officers. He has also followed the International Defense Management Course at Naval Post Graduate School (NPGS) in Monterey, California, USA. He has been a member of Sri Lanka Navy delegation for various conference/ seminars overseas and at national level. He represented the Commander of the Navy at the Sea Power Symposium at New Port, Rhode Island, USA on two occasions, in 1997 and 1999.

    In recognition of his long and unblemished service record he was conferred with VSV (Vishishta Seva Vibushanaya) by his Excellency the President of the Democratic Socialist Republic of Sri Lanka in 1999, the highest medal any military officer can be awarded.

    At AGMS, he is the Head of Department of Assets & Asset Management and Gulf of Oman Operations.

  • Rear Admiral L D Dharmapriya SLN (Rtd)
    RSP, VSV, USP, ndc, psc, MRIN, MNI
    Head of Department, Fishing Vessel Protection Operations

    Rear Admiral Dharmapriya served in the Sri Lanka Navy for over 35 years before retiring in 2006. Thereafter, he served in the Sri Lanka Ports Authority as the advisor on Maritime Affairs. He was later entrusted with the responsibility of forming the Sri Lanka Coastguard, and he successfully set it up in 2011. He was the first Director General of the Sri Lank Coastguard. He retired from the Sri Lanka Coastguard in 2011 and is now the General Manager, Overseas Operations of Avant Maritime Services (Pvt) Ltd.

    Whilst in the Navy, he specialized in Navigation in India, obtaining a 1st class grading. In 1987 he graduated from the Naval Staff College at Naval War College, New port , USA with a distinction and has completed the Executive Course at Asia Pacific Centre for Security Studies, Hawaii, USA in 1999. Rear Admiral Dharmapriya has completed National Defence College in New Delhi, India in 2003.

    Formerly the Chief of Staff of the Sri Lanka Army and overall Operations Commander of Colombo, Western Province and Central Province, Competent authority of High Security Zones including Colombo International Airport, Petroleum Refineries, Electricity Power Generation Complexes and Sri Lanka Parliamentary Complex, Major General Lawrence Fernando is now in the senior management of Avant Garde Maritime Services (Pvt Ltd. Prior to being Chief of Staff of the Sri Lanka Army he has functioned as General Officer Commanding in 56 and 51 Infantry Divisions, Director General General Staff at Joint Operations Headquarters, Commandant of Army Command and Staff College, Director General General Staff at Army Headquarters, Director General Infantry, Colonel of the Gajaba Regiment, Chairman International Humanitarian Law & Human Rights Core Group in Sri Lanka, Chairman Sri Lanka Army Sports Control Board, Commandant of Sri Lanka Army Volunteer Force.

    Major General Fernando has a Senior Defence Management qualification from Indore University, India and a Master's Degree in Strategic Defence Studies from National Defence University, China.

    Head of Department, Agreements, FSA, Air/Sea Transportation of Weapons

    Major General VR Silva (Rtd) RSP VSP USP ndu IG is the Head of Department, Agreements, FSA, Air/Sea Transportation of Weapons. He has Thirty Five years of service in the Regular Force of Sri Lanka Army; has served in all parts of the country in different capacities, particularly in the North and East in combating of terrorism since 1978 until the completion of humanitarian operations in May 2009.

    He is a graduate of the prestigious military institute of National Defence University-Beijin, Peoples Republic of China. He obtained his Diploma in Security and International Studies at Asia Pacific Centre for Security Studies- Hawaii in the United States. He is also qualified as an Instructor/Staff Officer at School of Artillery ? Maharashtra, India.

    On his retirement from the Regular Force of SL Army, he assumed duties as Commissioner General Prisons and served as the Head of Prison Department for Two and Half Years. His new innovations of establishments of Juvenile Offenders Training Centre at Ambepussa and Convicted Mothers and Child Rehabilitation Centre outside prison premises at Kalutara are some of the rehabilitation work, which had not been there before.
  • Major General Rohan Kaduwela
    Head of Secretariat (AGMS Operations)

    Major General Rohan Kaduwela had an illustrious career in the Sri Lanka Army spanning for more than 33 years. Prior to his retirement from service in November 2013 he held the appointment of Chief Signal Officer and Advisor to the Commander of the Army on Communication matters, He also functioned as the Director Internal Audit at Army Headquarters. He held senior appointments such as Commandant Joint Services Language Training Institute, Regimental Centre Commandant Sri Lanka Signals Corps & Sri Lanka Army Women's Corps. He got involved in Operational Staff duties holding the appointment of Colonel General Staff & numerous other appointments in field formations. He underwent military training and attended military forums in countries such as Australia, Italy, USA, Thailand, India and Pakistan.

    He is a corporate member of the Institute of Personnel Management (IPM) Sri Lanka and a member of the governing executive council. He is chairing/has chaired many standard committees in IPM & also a visiting lecturer on Human Resource Management.

    He joined Avant Garde Maritime Services (Pvt) Ltd in December 2013 as the Head of Secretariat (AGMS Operations).

  • Major General W.A.D.Sunil Silva (Rtd)
    Head of Department, Human Resources

    Major General W.A.D.Sunil Silva graduated from the University of Sri Jayawardenapura with a Bsc. Management Special Degree.

    He joined the Sri Lanka Army Volunteer Force in 1972 as an Officer Cadet and served 27 years in North and East operational areas. During this period he has commanded battalions for over 7 years participating in number of offensive operations in North and East operational theaters.

    He has performed duties as Colonel Coordinator, Colonel Administration, Inspector of Training and as the Deputy Commandant of the Sri Lanka Army Volunteer Force headquarters with a strength of 1800 officers and over 60,000 soldiers.

    After retirement from the Sri Lnka Army, he served in the Central Bank of Sri Lanka till 2006 as a Deputy Director gaining invaluable experience in Exchange Control matters, and Banking and Security.

    Presently he is serving as the Head of Department of Human Resources in the Avant Garde Maritime Services (Pvt) Ltd

  • Wing Commander Senarath Dissanayake Rtd, SLAF
    Head of Department, International Marketing

    Wing Commander Senarath Dissanayake is a Head of Department, International Marketing. He is a retired senior Air Force Officer, having over 20 years of extensive experience in the Administrative/Regiment Branch of the Sri Lanka Air Force. After retiring from the Air Force he has been serving as the head of Security at the national development Bank for 6 years. He is a holder of three diplomas in the fields of Quality Management conducted by Sri Lanka Standards Institute, Personnel Management at National Institute of Business Management & Human Rights at the Human Rights Institute of Sri Lanka.  Further he has  participated in Disaster Management training in Honolulu, Hawaii. Further he has been trained on Business Continuity Planning (BCP) in Sri Lanka.
  • Cdr Bandula Wijemanna

    Cdr Bandula Wijemanna served the Sri Lanka Navy for 20 years & retired in 2002 as a Commander. He received specilaised training in UK & India in addition to Sri Lanka. He served at the Prime Minister's office as the Coordinating Officer for the Peace Secretariat. Later he worked for Shell as the Manager HSSE, Oasis Hospital as the CEO & Working Director, Department of Civil Security as Director Logistics, Lanka Hospitals as the Head of Admin & Facilities. He worked for the Sri Lanka Red Cross Society too.

    Head of International Land Security Operations

    Brig Nihal Hapuarachchi joined the Sri Lanka Army in 1982 and commissioned to the Sri lanka Corp of Engineers in 1984, having passed out as Best all-round Cadet and the recipient of President?s Medal. His Army career which spans 31 years since his enlistment to the Sri Lanka Army on 25 May 1982, Brig. Hapuarachchi has held a number of Command and Staff appointments, including some in the Engineer?s Regiment.

    Brigadier Hapuarachchi was the Commanding Officer of the 7 Field Engineers of Sri Lanka Engineers, battalion performed duties as  an Infantry battalion in Jaffna, was the  Commandant, School of Military Engineering, Brigade Commander, 513 Infantry Brigade, and had the opportunity of working as an Officer Instructor and subsequently as the Chief Instructor at the Sri Lanka Military Academy.

    He has also served as a Directing Staff and the Principle Staff Officer at the then Army Command and Staff College (now the Defence Services Command and Staff College) at Sapugaskanda. He has also functioned as the Commandant Combat Training School Amparai and functioned as the Director Media at the Army Headquarters and Military Spokesman at the Media Centre for the National Security.

    His wide range of staff appointments includes Director, Recruiting at Army Headquarters, Brigadier General Staff at Security Forces Headquarters Wanni during Humanitarian Operations to save the civilian population from terrorists, Colonel General Staff in Sri Lanka Volunteer Force Headquarters, Grade II Staff Officer (Operations) at the former Joint Operational Command and several other appointments in different headquarters and field formations in the North. During the decisive battles against terrorists, he served as Brigadier General Staff at the  Security Forces Headquarters Wanni.

    He is a recipient of the Rana Sura Padakkama(RSP) in recognition of his gallantry in the battlefield. He also received the President?s Medal at the Sri Lanka Military Academy, Diyatalawa and a Gold Medal for his Masters of Business Administration (MBA) degree from the University of Rajarata, Mihintale.

    Brigadier Hapuarachchi had also undergone overseas training in several occasions. Some of them were Engineer Young Officers? Course (1989) at the College of Military Engineering - India, Engineer Officers? Mid-Career Course (1996) and Battalion Commanders? Course (2000) at Military College of Engineering - Pakistan and Higher Defence Management Refresher Course (2006) at College of Defence Management - India. He also attended the seminar on ?War-related Matters in India?, a few years ago. Being a graduate of the Army Command and Staff College, Quetta, Pakistan and Asia Pacific Centre for Security Studies, Hawaii, he has held all the responsible appointments an officer could hold in an Engineer Battalion.

    A product of Royal College, Colombo, he won Colours for three sport disciplines and captained Royal College volleyball team in the year 1978.

    He has also served as the Chairman Defence Services and the Army Tennis Committees and represented Sri Lanka Army in lawn Tennis.

  • Commodore Sudharman Silva

    Commodore Sudarman Silva is a retired flag rank Naval Officer, with 29 years of extensive experience in operations branch of the Sri Lanka Navy. He has 16 years of sea service. He has Commanded all types of naval vessels in Sri Lanka Navy including Fast Missile Vessels ,FMV, OPV, LST & Gun Boats. He was the first Port Facility Security Officer at port of Galle & PFSO for port of Colombo too. He is an Anti Submarine Warfare Specialist (ASW). He had served the Directorates of  Administration & Personnel as the Director & Directorate of Projects & Plans as the Deputy Director. He had served as Deputy Area Commander too.

    Commander Nanadana Diyabalanage, WWV, is the Head of Department, Commercial Vessels and Floating Armoury Operations. He is a retired senior Naval Officer, having graduated from Indian Naval Communications College, INS Venduruthy, with over 20 years of extensive experience in operations branch of the Sri Lanka Navy in involving in shore & maritime operations. He was the first hovercraft pilot of the Navy. He had been awarded with the Weera Wickrama Vibhushana medal as a recognition of act of bravery for battles out at sea.

    Captain Sanjaya Dahanayake RSP, USP serves as the Head of Special Operations at AGMS. He has undergone specialized training in underwater weapons at PNS ?Bahadur?, Karachchi, Pakistan.

    He has successfully completed Exclusive Economic Zone protection officers? course at Maritime Warfare school HMS Collingwood, Foreham, Hampshire, UK and also has obtained the Certificate of Contribution to Combating Terrorism Fellowship programme, conducted by the Centre for Civil Military Relations and Naval Post Graduate School Monterey, California USA.

    He was as a member of the Board of Directors of the Sri Lanka Navy as the Provost Marshal and held various key appointments in addition to commanding various types of Naval vessels.

    He has also held special appointments as Flag Lieutenant (ADC) to Chief of Defence Staff, Flag lieutenant (ADC) and Personal Security Officer to the Commander of the Navy.

    Cdr. Anura Ariyaratne, RSP, psc, formerly of rank Commander of the Sri Lanka Navy specialized in clearance diving.

    Cdr Anura Ariyaratne joined the Navy as a cadet at the prestigious Sir John Kotalawela University & Defence Academy, Colombo, and graduated with a degree in Bachelor of Science (Mechanical Engineering).  He completed his Master of Science in Maritime at Bahria University, Islamabad, Pakistan, and is presently reading for Master of Science in Management at Sir John Kotalawela University.  He is a qualified clearance diver having followed the arduous course with the Indian Navy in Kochi, India.

    During his tenure in the Navy, he completed his 'Staff Course' at Pakistan Navy War College, Lahore, 'Supervisory Underwater Diving Course' with Pakistan Navy at Karachi, Pakistan, 'Reactivation Program' in US Coastguard Ship Courageous in USA, 'Tactical Boat and Small Boat Operations Course' in the US Navy in Norfolk, USA, 'Maritime and Humanitarian Law Course' conducted by the British Royal Navy, and 'Explosive Ordinance Disposal Course' conducted by the US Navy.

    He also is trained in ISO 9001-2000 standard and preparation of Quality Manual and Internal Auditing at Sri Lanka Standards Institute, and completed Human Resource Management Course at Sri Lanka Institute of Development Administration (SLIDA) and General Management Course at SLIDA.

    DIG (Rtd) Liyanage Padmasiri, having graduated from the University of Peradeniya, Sri Lanka with a Bachelor of Arts degree, joined the then Ceylon Police in May 1971.  Having risen through the ranks of, ASP, SP Grade II and SP Grade I, he was promoted to the rank of Deputy Inspector of Police in February 1999.

    He followed the 'International Command Course' at Royal Malaysia College, 'Advanced Physical Security Programme' at Physical Law Enforcement Training Centre, ILYNCO, Georgia, USA, and 'International Human Smuggling and Crime' course with the KGB in Russia.

    He retired from the Sri Lanka Police after a distinguished career spanning over 3 decades and is now a consultant at Avant Garde Maritime Services.

    He functioned as Personal Security Officer to H.E. the President of Sri Lanka, and was in charge of Special Investigations Department, Deputy Director of Special Branch, and Director Investigations in charge of Bribery & Corruption Commission of Sri Lanka.

    He retired from the Sri Lanka Police after a distinguished career spanning over 3 decades and is now a consultant at Avant Garde Maritime Services.

    Deputy Inspector General of Police R.W.M.C Ranawana (Rtd) is the Head of Sea Marshal Training. He joined the Sri Lanka Police in 1977 as a Sub Inspector of Police. He has rendered his service for 6 years in the Sri Lanka Police and 31 years in the Special Task Force in different capacities. He has served both in the Eastern and Northern provinces in combating terrorism from its inception to the very conclusion in May 2009. Throughout his 31 years of service in different capacities he has successfully carried out several operations against the LTTE in the Eastern province.

    He attained professional qualifications in Sri Lanka and Overseas. The qualifications attained in Sri Lanka include Para Military Basic Training Course, Para Military Advanced Training Course, STF Basic Course conducted by SAS Instructors with collaboration of KMS Training Organization- UK, Advanced Anti-Terrorist Course, VIP Protection Course, Basic Intelligence Course, Leadership & Management Course and Logical Framework Approach Workshop.

    The qualifications attained overseas include Diploma in Anti-Terrorist Course (SSG Cheart, Pakistan), Diplomatic Security Course (Federal Law Enforcement Training Center, Glynco, Georgia, USA), Intelligence Training Course (Indian Defense Authority, New Delhi, India) and Executive Course conducted by Asia Pacific Center for Security Studies (College of Security Studies, Honolulu, Hawaii, USA).

    He retired from the Sri Lanka police after an illustrious career spanning over 3.5 decades and is now the Head of Sea Marshal Training at Avant Garde Maritime Services..
